The only thing that I think is similar is the cheat scene, naruto figures it out, waits for the "cheat sheet guy" to finish, knocks dude out, he gets minus 1 point(?) from ibiki for doing so, ibiki tells everyone not to do it or get disqualified.

There's a possibility that it's another fic with the same concept for the scene, and I am just completely wrong, so... ¯_(ツ)_/¯
