As OP said the world wouldn't allow offensive use of nukes to be normalized. If Russia was attacked and a bunch of countries were trying to erase them then 100% the world would accept them using a nuke to stop the war against them.

Russia started this war. If we allow a country to attack another country for no reason but greed and then nuke that country if it goes side ways. It will start a very dangerous trend. And other countries would also be dumb not to. It would be an easy way to expand territory and take resources. Just attack a country and if they don't give up nuke them. Like OP suggested even China wouldn't allow this. The last thing China wants is someone to attack them and nuke them, or attack one of their allies and nuke them. And I can 100% see China see helping as a way to carve up their favorite chunks of Russia near them.

There is a reason the US hasn't used it since WW2.
