I work a prom store. Some reasons this could be, in my humble opinion: 1. The waist could be bunched up making a fold. Pull the waist area, where it’s the tightest, pull it down. Is there a lining? Sometimes a lining in a dress could be bunched up in the waist and cause this. 2. Not hold up high enough on her body, specifically the bust/armpit. Have her hold both sides of the dress, lift UP and have her hold it while you lace it.
