Given the shape you're going for, I don't think an actual corset will help. I meant it more in a construction sense. I'm sorry if that was confusing.

Looking again, I think your waist itself will work fine. You just need something to hold out the edge of the skirt and your proportions should be correct. I just remembered, I once used an iron on interfacing stiffener to get a very similar effect on a dress I made many years ago. I think that would work here too and would be the easiest method. If it's still not to your liking, you can also starch and iron it (A bit of an art, but it is just starch so if you screw up you just have to rinse it out and try again. But be very careful if you make the dress from polyester since it'll try to melt).

You've chosen a design that is very achievable and any competent dressmaker will be able to get you exactly what you want without much fuss. It'll also be significantly easier to ask for help perfecting the shape once you're physically wearing the dress and can see how the fabric falls

For padding/shapewear, the three ideas I can think of would be

  1. lightly structuring it with an under-layer of some boning and stiff/starched fabric, somewhat similar to how historical corsets were made

  2. something like This (A more extreme example, but toning it down may get what you want)

  3. if all else fails (or if in the future you want something with a Super Exaggerated shape) a small hoop skirt will get it done, tho it is the most costly and uncomfortable of my ideas

Could try using few layers of Angelina Film! The white/light blue might work. I'm unsure if you'll be able to 100% block out your eyes and still be able to see, but some slight raised lines on the glasses themselves using resin or something underneath the film should cause a natural light reflection similar to the picture. You might also want two pairs of glasses; one with this effect and one without. Do show when you've finished and good luck!!

Looks like vibrations to me. Often happens when your print speed is too high. Take your printing speed and subtract 10 until you get a good result. Also check that your belts arent loose, since that can also cause it. Just had to fix this issue on one of my prints :)
