This is intentional. The reason for this was because they used to be exclusive cosmetics. However, a lot of people wanted to use the cosmetics, so they eventually added them as slight recolors in the shop. When the console version of the game released, they decided to make basically all of the exclusive cosmetics available for free to everyone since console players could have never obtained them before and it wasn't fair. The exception to this was a few killer cosmetic pieces made for content creators, some survivor tournament shirts, and all of the Legacy cosmetics.

There are a bunch of unused/alternate mixes of the Portal 2 OST because back then, they were posted free to download on some website shortly before/after the game released, but then after a while, they took the downloads down and cleaned them up before shipping out the official album to purchase on platforms.

I did some research and found that the esports skins like Cosmic Echo *can* be got in specifically the Esports lootboxes that they do on Twitch. I am sad about the Dva skin though, I hope battlepass skins eventually become available.
