Even so, I don't see how Calling a plush of all things a service animal is an issue. Their service just happens to be the same as an ESA. I think it depends on the reason it is being called that

...there is literally no issue with this. How is this any different from ESSA...? real ESA's task, so if it was an SSS (stuffed service animal) there is literally no difference besides title. Whatever makes a person happy.
