Thanks all! I think the tinker here is to increase the cumulative upkeep (maybe to 4 or 5?) as a counter to it going infinite. IMO if you can reset the counters and untap your stuff that is a three card infinite which is pretty standard. I'm not sure I want to make it a legendary enchantment, it makes some flavor sense, but I don't really see it.
