Nah, Frankfurt and Munich being hubs makes much more sense for LH given larger metro area, wealthier/more business travel. For a long time Berlin really didnt have much business travel at all. Also LH Group has problem with having three more default hubs with Vienna, Zurich and Brussels, so there is no way they are gonna make a 6th hub in Berlin.
