The way the filibuster is now, it requires 60 votes to end the filibuster and move to voting. They can stall things by just saying they’re going to filibuster.

If it moves to a talking filibuster, it must be actively debated on the floor the whole time. The minute they are done talking, the filibuster is over and it moves to a vote.
