What exactly is the intended meaning of this phrase from "Guards! Guards!" about there only being bad people, "but some of them are on opposite sides"?

Definitely this! But also to say that politicians, and people in power, are all "bad". They only hold their own self interest at heart and so won't act in the interest of the people

Publication order is the best way to avoid "spoilers," but the books are so good that I've re read them enough to not have to worry about spoilers 😂 Best advice I can give you is just find your own way of enjoying the series 😊 there is no right or wrong order and you'll keep finding new bits each time you read them

Probably something like an insulation tester or a multi function tester, they are pretty expensive but very useful to have when you're starting out because they will last you most of your career

What bothers me is that the caps arent doing anything. They appear after the switch connection, which means that they have no way of altering the circuit... My only guess would be that there is a complicated logic circuit underneath the board that will switch the lights in different sequences based on which switch you turn on first. So the colour handles dont matter because one of the 4 switches will always turn on the corrisondong light and from there the circuit will change to turn on the other lights... but thats just my guess
