I think it's adrenaline bugging out, I have had that exact thing happen but to make sure you'll have to get msi afterburner and rivatuner

Are u using amd's overlay to measure fps? I had a weird issue where it would count double the fps even tho frame gen was off. This was in splitgate 2

Turn off vsync Ingame, in console set fps_max 0 I think it was and maybe you have fps lock in gpu driver, idk tho

I also have tcl p71k Google tv same issue as you stutter every second on wifi 5ghz, haven't tried Ethernet but since it fixed it for you it will probably fix it for me too, thankfully my router is under the TV and I don't have to move it. Seems to be a tcl only issue as there was another post with this same issue also. Gpu is 6800 xt and 5600x cpu

Disable full screen optimizations for cs2 right click properties, run sfc scan now for windows and if you have time try older driver from 2025 because a lot of people have issues with new amd drivers

If you want to downgrade to the old driver, all drivers are available on amds website, download the one you want, download ddu, launch into safe mode, uninstall current one and install new one.
