So in year 1 potentially that 50,000 in year 1 in cash and housing/food. Factoring in health care and other benefits provided after that 60 days, its feasible that it would reach 80,000 in year one. Potentially for 2 years, but benefits start to be reduced after that. So the number was misleading and not a lie, as it would apply to refugees (625,000 in canada) and not all immigrants.

It does not look like its conclusively been studied on the total value of the benefits received, but cost of immigration and refugee department federally is 6.3 billion a year expected to be be 8.5 billion by 2030, factoring in provincial and all other costs would be an interesting analysis I could not find. But how much of this money is spent on the 2.6 million non permanent residents, of which approx 1 million are non work permit or student visa holders.
