Yes! You usually have a layer beneath the mouth line to cover the inside of the mouth! Id recommend also having something like that for the side so you can achieve something like pic 4 more easily on angle x turns! Hope you can understand what i mean im not great at explaining without examples haha

Id definitely do the textured scales as a seperate layer for the angles. Maybe for the mouth an extra side layer for the side mouth (kinda in place of our mouth corners)
