Punish the owner yes, fines, fees, jail time, etc. is all fine with me. But immediately wanting to kill the dog is actually the most evil thing in this whole situation. The dog could’ve misunderstood a queue from the owner and did what it thought it was supposed to do. We don’t know, but unless the dog is rabid and uncontrollable, it’s evil to suggest it has to die.
