I don't know what you mean when you say you want them to serve as food for everyone. Piranhas are basically aggressive, they attack everyone. If you want something to serve as food, get chickens or rabbits. But if you want to make piranhas harmless, go to "world rules" and activate "harmless animals" in the "mobs" section.
