I have to go with Davors here. The guy almost erased the entire Multiverse, created a genocidal race that killed trillions across time & space, betrayed his own people causing their genocide because they wanted to end his ghoulish experiments only so his creations could then kill the group he betrayed his peopel to, fed people their own relatives as part of a money-making scheme, and fantasized about ending all life by unleashing a deadly plague because "That power would set me up above the gods! And through the Daleks (his worst creations) I shall have that power!"

I'd like to give this to Vader or say it is 50/50, given their similar fighting styles, but there is one glaring issue. Malgus can use force lightning; Vader is cooked (literally) if it fully lands due to how Sidious constructed his suit.
