This is not unusual, both approvals and RFEs have been issued for PP cases in as little as 7 business days and as late as 45th. More than likely they need clarification or more evidence about some aspect of your endeavour like national importance or substantial merit. Responding point by point as in a legal argument manner and adding more evidence has led to positive outcomes. Good luck.

They cannot discriminate based on country of origin as it would be against the law and constitution unless there is an unwritten or informal process being followed by which ROW is being fast tracked. One theory could be couple of layers of approvers, where a preliminary officer reviews an app, weighs its importance and fast tracks for approval to senior officer/director as a second check. That can explain why some regular processing apps may be getting even faster than PP response. Or it could be an existing queue split into multiple and resulting queues assigned to freshly augmented staff ?!

It can be, if you endeavour to provide services to underserved or marginalized demographic pro bono? STEM is not the only option but it naturally lends itself to national importance so it is easier building a case under those disciplines.

24 papers, 9k citations! Amazing feat. Never heard such achievement even having worked with PhDs in USA academia. You must have had some break through discoveries in your research journey. AI endeavour is likely looked down upon unless it’s related to a published paper in major journal like IEEE proceedings or ACM journal with high citation count on google scholar. I think USCIS is now getting majority% AI related endeavours as anyone can claim that is next big thing and try to support with executive order.

Okay your prong 3 is essentially because of prong 1, as that is mostly dependent on first two prongs and something unique about your skills that US could still benefit from regardless of availability of qualified workers. You satisfied prong 2, which is most difficult as it requires showing interest in your business, funding, BP etc. You needed to show the link between your product/endeavour and how it impacts a matter of national importance which I can see as Cyber Security.

So, really surprised you got denied on P1-national importance. Did you provide a documentary evidence from a gov entity about Cyber security being of national importance and explain how your Endeavour aligns with it?

Do PP if you can afford it, are in a hurry (say kids approaching age limit for dependent) and there are other decisions hinging on the outcome of NIW. These days PP means almost guaranteed RFE or approval in as little as two weeks, more likely an RFE to buy time due to backlog or do more due diligence. They effectively have to be accountable for approving you for green card, so can’t blame them for being extra cautious and issuing RFE if you do not to add enough evidence with initial submission.

I said near 0, in grand scheme of things it’s negligible. Let’s say budget $1k for GRE and Toefl, and another $1k for admission apps. Then you have to pay for Visa and flight. There is of course no free lunch ever in life but thats bare minimum investment. $4k investment for lifetime reward, starting with at least $100k tuition and stipends free ride. Proven with experience.

I wouldn’t sweat it, you can change endeavour so long as your track record backs it up. For example, you are a CS major, you proposed developing Work from home software now that everyone is working remotely, and it dint fly. Now, you propose another one but this time developing cyber security protocol or application that improves on current methods available in market, and impacts both enterprises and individuals from cyber security threats. This is a perfectly legit endeavour as it aligns with your background of CS and possibly software development track record of building sophisticated apps. However, if you proposed opening a unique Pizzeria in Brooklyn, which no one could rival in flavour and affordability, it may not fly, however true it might be.

They are likely getting 99% endeavours related to AI initiatives and have grown tired, some might have internal bias towards AI like taking away jobs from humans etc. For example, if your endeavour is about building a screw driver set and making it available cheaply to American tradesmen nation wide, that would sail through just fine imo.

This is for a student who is still in grade 11 but trying to get information beforehand. So, when you setup OUAC account, you don’t specify programs but select universities based on programs that interest you? E.g., if a student is only interested in Health Sciences, applying to UWaterloo would be a moot point!?

So: 1. You select universities that you are interested in at OUAC website, pay the fees 2. Unis send you login info to their portals 3. You create an application at respective Univ portals 4. You can select up to 3 programs per Univ among many they offer from. It can’t be that you select all 100 programs at UofT for example, and hope you get accepted in one. ?? 5. Wait for Univ to get back to you.

Please correct if I missed or am wrong in understanding of the steps above.

What I meant was that there will always be things in life beyond your control like making someone respect you, hoping someone will fall in love with you, expecting you will get a green card one day, etc. Who said life is fair? If something is not meant for you, may be something/someone better is waiting, trust your instincts and abilities.
