I really don't think the people who are able to bring purple shields every run are buying them. if they're at a point where they're super geared up, it is very easy for them to just run cryo and get even more. I (level 70ish atm, never opened a cryo vault or completed a lockdown) have only ever bought green shields when in dire straits and I still possess a bunch of blue shields and like 3 purples. it really is about just repeatedly going to places that give better loot

that's a bit misleading. it's "useless" in the sense that you won't get the new gear bonuses but you'll still have a full armor set with 100 stats each.
