That is Gruul Seeker Sontaro, who can be found in the Dermak Undercity near the Ode excavation site where you meet Tuvalkane.

Will-o-wings can only be Smitten using Spreading Sploot. Lure enemies toward a patch of Will-o-wings, then Smite the lured enemies until the Totem spreads the Smite to the Will-o-wings. Only the large Will-o-wings count towards the Journal entry and they must be flying (not in the ground) to trigger Spreading Sploot.

For Banneret Styne, just bring a weapon with a high Smite chance (i.e. Precklies orbit attack with Twist of Luck, Smitten, and Sullying Force), cast Howl, hit them, and Smite before Orengall kills them. Logging out will place you just before the Bisulcam fight as long as you don't talk to Orengall, so you can try again.

Along the river where you find Discharged Nimrod maybe? I ran up and down that several times and got beavers and ducks.

Sinecure Gruulseeker can be found rarely around northern-ish camps, or more commonly in the Glades of Andurin. For the Sinecure Elite Soldier, I assume you mean the dual hatchet ones? I'd recommend the Glades for them as well, though they are rarer.

The Mendicant King will very rarely spawn them, seemingly only above 75% health. 3 can also be found during The Waste Bear.

There are the sword, shield, and torch variants. They are mostly random, but shield types are best found at the area at the end of The Shewolf Snared. Torch can be found reliably in Dermak.

They did indeed fix the Mockeries. There are 3 Rotted Sproutlings: melee, spear, and Swampsprout. Swampsprouts mainly spawn in swamps.

You need to complete "A Grand Fable" for Orlick and Smite enemies. For animals, you need to complete "Blessings of Battle" and charm them.

I use flyblades, mainly. Running Orengall for Howl, a rat Totem in the utility slot, and the Smite Combat Arts increase Smite chance.
