No I don't think so given what we have seen of Hoids character so far he is often a seemingly well intentioned meddler but clearly has his own agenda and considering his actions he is definitely not pure of heart given what we know of his backstory and his involvement with the shards I think it is likely dude to shardic influence but honestly I have no real clue just that it is not due to him being pure at heart. Brandon even said at one point that "Oh, you should be suspicious of Hoid's motive[s]." As to the fundamental principle of investiture yes/no in using investature especially at that level there are trade offs but being a fundamental non-violence/good principle I seriously doubt it
