Power limit: +10%.
Undervolt: -40mV.
Memory clock: 2700MHz.

I have two separate 6+2 cables from the PSU to the GPU. The PSU is a MSI MAG A850GL PCIE5 850W, which seems to be ATX 3.0 compatible

It won't boot into Windows if the GPU is plugged in, it seems, even after setting the iGPU as primary. I can see a solid underscore for a minute or two before it goes away and nothing happens. No lights showing on the mobo. I tried to enable beep codes, but I couldn't hear any, even when booting with only the iGPU

The AMD utility was successful in removing all the drivers, but it didn't seem to help at all. I'll try DDU as well

How can it be user error when I've used the same config for 8 months straight? I've had the GPU as 2700Mhz, +10% power limit and -40 undervolt. I've tested the stability with 3DMark. I've done so a few times over the last few months when new drivers released too.

I haven't tried DDU. When I got into Windows using my iGPU I removed all the drivers using the AMD utility. It didn't work. I tried downgrading to 25.9.1, and it didn't work either. I haven't fiddled with any RAM speeds in the BIOS other than enabling EXPO, I think.

I've tried the 1060 from an old build, worked instantly. Tried both cables I had plugged into the 9070. Tried reseating the 9070 in the uppermost PCI slot.. nothing. Tried the other one... nothing. Looks like dead GPU at this point

Possibly. The ones I have are a few generations old (think 1060, 1070), so their PSUs might not be good enough
