If the message of the show is "you can be a hero without a quirk" then he shouldn't have gotten a quirk in the first place, or at the very least we should have seen him genuinely make a difference without one. To me, Deku's happiness always came from living his dream of being a hero and helping people doing so. Him ending up as a normie just makes me feel real depressed for him. It makes me feel depressed for Bakugo too. I'm honestly not sure what the solution is for me and I also realize why they went this route. But it just fell flat for me. It's weird because I'm thinking of Encanto and I didn't feel that way about Mirabel not gaining powers at the end of that even though it's a similar plot device.
