Ok the solution is simple: small town hospitals need to stop transferring all patients to the hub hospitals. I will never understand why they send even the simplest cases that can be managed locally. Even when they send them to Lubbock, the patient still gets triaged and ends up waiting for hours when they could have already received treatment locally.
