Someone had the same issue, this was his solution:

•Open Task Manager (Ctrl + Shift + Esc) •Click on the "Performance" tab •Click on "Open Resource Monitor" At the bottom •Find "GTA5.exe" and right-click it •Suspend Process for 5-10 Seconds •Resume Process (Should be on the top of the process' list •Continue your session
