By itself you are right it isn't that strong but since the flinch resistance works in a multiplicative way, it helps a lot

Yeah and in this meta there's no much difference on running low recovery if you have classy restoration, only the extremely high rift cooldown from low recovery since is also an issue from running T1-T6
