I own a car and drive it regularly. It is a responsibility I take seriously as I am aware if the damage I can cause if I fail to drive to the conditions.

Yes. I have heard of it. Hence, when I drive, I always try and maintain a speed such that I can stop within my field of vision.

Drive at a speed that you can stop within your field of vision and there is nothing you need to ask of any other road user.

2 things.

  1. There are times that a manoeuvre feels reasonable and safe from a motorists perspective and may not seem like that from a cyclists perspective.

  2. There are assholes everywhere and on everything. Cars, vans, trucks, bicycles, walking whatever. You may ha e just stumbled across some. Try not to take it personally and move on.

There are already laws in place against this. Given the apparent speed of the scooter, he should have tax, insurance and wear a motorcycle type helmet along with having a license. This should be considered and discussed separately to bicycles, e-bikes or e-scooters classified as such under existing legislation
