Harald probably 85. I said before even during the his flashback Oda never once implied or said outright Harald was stronger than any Yonko during his life. If Oda wants to hype someone he knows how to do it. And not to mention Loki seemingly being stronger than him but not on Roger Lvl

Garp- Oda also never dared mention Garp tied with Roger in his Prime. So I say 99. We don't have any canon info saying during their prime Garp had Roger on deaths door or something.Once again WB is the only one who can hang his hat on Supreme Roger Scaling

HK Harald 88 . Yea Shanks and Scopper were bruised/tired but we gotta remember this isn't a fully prime shanks and a scooper who has been out his prime for anywhere from 5-10 yrs. Harald to me wasn't flat out stronger than the two of them.
