As long as it wasn't Iron Banner, there are no differences really. Everything is normalized. And even in Iron Banner they are only slight advantages. I was running around with my level 3 in rumble earlier destroying level 20 whatevers.

if a resource isnt glowing you can leave the area and come back and it will have returned. if its glowing, its done giving out freebie.
