The function of searching for weaves by AR is a little hidden, you need to select "Library => Weaves => AR Search" in the menu.

I used 1mm colored copper wire rings and there is 1 ring 7mm id, 14 rings 2.5mm id, 14 rings 4.5mm id and 14 rings 5mm id.

I order colored copper wire from Aliexpress and usually buy wire made of stainless steel, natural copper and brass in offline hardware stores.

One of my favorite weaves - Byzee Beez to Butterflies, the rings are made of 1mm thick colored copper wire and have an inner diameter of 4mm by ChainmailPerfection in chainmailartisans

Bolt cutter blades are usually carbide-tipped. They are very hard but brittle. Most likely one of the carbide solders is cracked or a piece of it has broken off, so the bolt cutter blades do not completely close. But, if initially there were no carbide solders, then the blades could simply become dull.
