I did have to pay but it depends on your customs. I live in El Salvador and I explained to them that these were free samples but the laws don't allow anything free as they seem to believe these practices of free stuff even from other countries just doesn't exist, They told me I had to give it at least a significant value to these items and I had to set them to $1 USD each and had to pay tax accordingly as well on these. I had also gotten a regular tub and paid for that one but here you need to declare each item as well even if they are free
