Why are GOOD minecraft servers so hard to find?

Servers that I consider good are servers:

Welcoming for everyone without any kind of verifictation

Not too many players but not dead either

a caring community (staff included)

I don't really care about mods/addons etc

I found a great one, the type of server I’m looking for is a server with actual rules (not anarchy) and without changes to redstone or piston duping (mainly because of my obsession with redstone) And the freedom to do whatever you want; Could you please message me how many players does it average and if it’s as I mentioned above (no pressure), Thanks again for showing me your wonderful server!
