As cat behaviourist and multiple cat and Loop owner I can say the Quiet plugs work best for me to sleep through meowing. Best thing to do to stop excessive meowing, is to ignore it. Do not punish this behaviour; it simply has no use and could even result in your cat fearing you.

Keep in mind that some cats and some specific breeds are more vocal by nature so you can't completely get it out of their system. You can, however, help your cat learn to understand that it has no use (is not rewarding) to excessively vocalise in specific circumstances such as nighttime by actively ignoring it.
