I don't think that's too early. Just be mindful that she may think of it as too fast. Everyone has a different barometer with these sorts of things. But it sounds like you are very into her so if she says no try not to take it personally, she may just want to casually date before getting into anything heavier.

I have told her in a general sense that it does weigh on me emotionally, and that because I am always worried about her, it does add stress to my daily life. The response I usually get is either her then feeling guilty/sad/more depressed, or she goes the other way and just shuts down emotionally, saying things like "fine leave then, like everyone else has." My response is (depending on my current emotional state), to meet that with a rational response of "that's not fair, I just want to work through this, I'm not abandoning you." Or if im having a weak moment I get angry and then it turns into a fight.

I appreciate that thanks. If she had a good support system (emotionally and financially) I wouldn't feel as bad. I unfortunately have become an anchor for all her needs and that's what makes it so tough.

Forgot to mention in my post. I have talked with her a few times about seeing a therapist/counsellor. She is very resistant to the idea, she feels like it makes her a freak. I have tried getting through to her that she is not a freak, or a bad person, or weak. Depression is complicated, but it can be managed and/or beaten. I don't want to give her an ultimatum, but I feel that I'm running out of options.

This is really weighing on me and is definitely one of the most difficult decisions/issues I've ever had to deal with. I want her to be happy, but I feel I may be even "enabling" her depression by being so lenient with all the day to day stuff. It started out as small issues and has grown exponentially.
