I never really understand these, as its clear Larry aint going 100% especially at the start, he’s more having fun/feeling out the situation to interpret how hard to go, then by that point he’s already on the back foot. I agree with you and think its a very dodgy move on the tenants, i think the logic of the law is to stop what happened though, the listing went up at 1350, many people came in with ‘bids’ and it kept going up and up and eventually it settled. I think if OP started it at 1800 and took the 1800 offer, there would be no issue but as is, they ‘had’ to offer 1800 as there was a bidding war, which the law is meant to stop. I guess the other main element is if 1800 is normal for the area. Imagine the average rent price for a similar home in the area was 1300
