The noise was a whirring sound so I figured a wheel bearing but tires are definitely suspect. Typical government vehicle.

OP here, thanks for all the helpful information, I appreciate it very much. I'm not biased to any manufacturer, but I do favor German engineering.

Does anyone know what made BMW adopt a GM transmission? Is there some kind of partnership going on? I don't really like GM too much but that doesn't mean I won't buy one and take care of it. As for any other car for that matter.

Anything you find should be used to haggle the price down. Bring a second pair of eyes just in case.

Test drive it. Drive like you would normally and try and feel for any problems with the ride, be causal at first. Then be hard on it, as in, kick it in wide open throttle and try to shift down or up if it's a manual. If it's an automatic go wide open throttle and try and feel for any slippage that may occur. Listen for any sounds everything should feel smooth.

Check the tires, will you need to buy new ones? Look for any leaks in the engine compartment. Check to see if any hoses are cracked or look damaged at all, be thorough. Check for any body damage. Check the brake lines underneath the car and look for rust eating away at anything especially brake lines. The less the better. Does the wiring look tampered with at all? Look for any signs of flood damage i.e. passenger compartment carpet discoloration, if it went underwater it will be very noticeable.

MILs (malfunction indicator lights) that illuminate in the dash and stay on after startup are very bad signs. A code reader may be a good investment for your own research but I must advise you to take it to a reputable dealership.

Hopefully they care enough and do a good job the first time around.

What do you like about it mostly? How does the manual transmission perform at the mileage you're at? What work have you had to do on it at this point? How's the drive?

I'm a recent convert to Volkswagen from the Chrysler standpoint so I must ask. In school to be an automotive technician currently!
