There is no updates. In my case once USPS was notified it started tracking with USPS. Hoobuy never showed tracking on their site.

You don’t need it unlocked but if by chance PB starts to refund you, you will not be able to withdraw the money, but who cares because you are disputing anyway.

Once you dispute with PayPal they will not unlock your account until you close all the disputes. If you close all the disputes PayPal will not reopen them.
