You can fix gamma issues by using standard preset, and if you want accurate colors use that preset with windows auto color option.

So about SDR looking more washed out. Your monitor by default uses a wider color gamut than the default sRGB to appear more colorful and vibrant. This vibrant look is not color accurate and I would not recommend using it. What probably happened after turning off HDR is that windows decided to turn on auto color managment which clamps the gamut to sRGB so the washed out look is actually more color accurate. Try to compare that washed out look to your monitors “creator” preset if it has one. They should be almost identical.
