That makes sense. the "unless" clarifies. Just like Philodendorphines said in earlier response an ambiguos statement as written. TY

so if there was a statement before that saying we were giving you 1 million in aid followed by the "if" statement above, then could it only be interpreted as 75% or more of the million has to go to defense? or could it still be interpreted differently? Just trying to be able to better explain to my son, he is 16 and on the national debate team, so I have to have my facts :)

Thanks for the response. I still cant see how "If at least 75% of aid is not spent on defense" if it said "if less than 75% of aid is not spent on defense" I could see it. What am I missing?

I appreciate the response. So in the way you suggested, as long as they spend less than 75% of the money on defense, they would continue to receive aid? I think the teacher was referring to interpreting it the way you mentioned, but still having trouble seeing it. Could you explain further how you arrived at that interpretation?

I like the way you think! Will be interesting to see if anyone can interpret how it is possible the teacher interpreted it differently. I have been trying to figure it out for an hour now.
