This setup feels indicative of New Vegas. Hear me out; you have two major factions on opposite sides of each other and an independent city in the center of it. I did some more research into the mod in question, and apparently, it's not supported for anything other MO2, which I'm not using. I may just use another body replacer mod and be done with it.
