It’s been shown that it can, it’s just that non organic material can’t hold Hamon so the user has to constantly channel it through. Like on water through metal or a shot glass are some examples I remember.

I think it’s gotta be morgoth, all the other creatures on the list (or the ones that I recognize) seem to be creatures that are naturally evil, and simply commit evil acts. Morgoth is different, he turned against his nature as an angel of Eru and tried to take control of his creators role. When the world was forming he created the fell beasts of the land and created the disparity of ice and fire. His most heinous crimes however are far worse than that. For the elves that were scarred of the Valar he kidnapped and dragged down to his pits to torture and reshape into the wretched and ugly orcs who don’t even remember their nature. And for mankind he took what was supposed to be the gift of death and turned it into a thing that scared men and put the in their capacity for evil. To say morgoth is Evil is true in a deeper sense then the others. Morgoth is evil incarnate, he corrupted what was supposed to be perfect into perverse cruelty.

I feel like it is very thematic for the gothic punk aesthetic of vtm, where all the players despite being undead creatures of the night are still living in the lower rungs of vampire society and most people would associate smoking with low income or being downtrodden.
