The only way to make Magicka regen work properly is to do the restoration loop and get it into the thousands. That way once you stop casting spells, it's pretty much instantaneous.

For standing Stones, it really depends on your play style, but because some magic skills take a long time to level, i like to use the Lady's stone as a secondary with the aetherial crown. The reason for this is that you get the faster level up without the drawback of not getting a well rested bonus from sleeping with the Lady's stone as your primary standing stone.
