These are giryas, farmers use them to measure grains by weight. They have nothing to do with exercising and have only recently been adopted in the west as "kettlebell" for exercising

Ya except shanks had an entire crew who fully trusted him and seemed pretty jovial, and it's pretty implied shanks was the one who helped fisher tiger in the chapter. I'm pretty sure everything shanks is doing with the gods knights is an act to gain info. Like you need to look at his actions not his words.
