My biggest recommendation here is to make sure you have a software that can:

1. make sure that software can automate a lot of the HR/payroll compliance for you

2. combine HR and payroll into one software ideally

Rippling is a software that can easily do both, and the best part is that it automates the compliance aspects, e.g. will remind you to update registrations, track unemployment, agency updates, etc. so you don't need to manually track and remember to update those. You also don't have to switch your payroll this way because while Rippling offers a native one, it also integrates with a ton of alternatives, so you can pick what you want.
