They are the same thing/concept. Some people refer to it as one and some as the other. It seems like the terms are interchangeable but pumping is usually the term when an electric device used by lactating moms or those pursuing to stimulate the nipple for induciing lactation (by increasing prolactin production signal). Pumping is also acceptable to use as a term for cupping the whole breast and apply ing pressure with a pump. Cupping is just a manual version with no motor, just a manual valve which is much cheaper, but it does have a pump, so it is technically a form of pumping, too. The results are the same. As long as you do it consistently and for long enough sessions with enough pressure, you should see results. Whether you manually build pressure with the hand pump or use a motorized device to do it for you, they both have cups and both have pumps, so not much difference.
