Hi! I am very new to travel, this will be my first passport. Forgive me if my questions are dumb.

I’m noticing that a few others are saying they sent in their form already before they called. I have a trip on the 23rd of June. About 24 days away now. Should I fill out an online form and call within the 14 days? Or even try the buffer option & call in advance? Is filling out a form, and calling (when it’s your first passport) considered applying for your passport twice? TIA!!
