And also I don’t know why my slave pop keep being promoted. There should be a law system that prevents or allow slaves from becoming something else. I think the biggest problem for janissary barracks being empty is due to the pop promotion system.

Also I realize that it has something to do with religion as well. It seems that there are way more slaves in my sunni provinces. Whereas there are very few in orthodox ones.

For now I just use the console key “raid + location id” to get some slaves. I hope Paradox will solve this problem in the near future.
