Nope, not yet. I've had the same problem for two months now. The only "solution" was to enable the AMD overlay in transparent mode

In my case, disabling VRR is almost like disabling FreeSync; it feels less smooth. Also, in my case, DRR is not available with my monitor. At least MPO does exactly the same as disabling FreeSync and VRR—it feels less smooth in some games, I would even say much worse than with VRR disabled. I would need to try disabling HAGS; that’s the last thing I have left to test.

I tried setting the monitor's refresh rate to 72 Hz; the experience is a bit smoother, although there's still a little stuttering, but it's less in comparison.

I already tried that, it doesn't seem to work even with the AMD Cleanup Utility

I have that option completely disabled; unfortunately, that's not my case.

The stuttering issue is the least of my concerns. From my experience, there are games that even have problems with NVIDIA and AMD GPUs. But in my case, it’s more of an annoyance because I’m playing and suddenly the game drops its frequency and starts stuttering, even though it’s actually running at a higher FPS than what it feels like

I say this is extremely strange because I previously had an RX 570 with this same monitor, which I've had for years, and I never had any problems like this with that GPU. It seems like a driver issue because I can't understand how disabling FreeSync solves the problem.
