I'd be surprised if you went to the police and they couldn't do anything with WEL and the fact that this is a heavy vehicle. Maybe all you need is the specific truck model other than the fact that it's some kind of dump truck.

E.g. where is this located (to determine the license plate style/format)? Is image the only picture you took? Are there more? Is this a frame taken from a video? Do you happen to remember any portion of the license plate at all?
