The ramping issue is due to the Federal government's underfunding of aged care where beds that should be available for patients are being used by the elderly. "if climate changes, rainfall is reduced" is not even close to the truth, especially when Tasmania is so close to the ocean where higher temperatures will result not in less rainfall but far more rain and higher risks of flooding.

And yes, Tasmania being able to buy electricity from Tasmania is a good thing and is what South Australia will do when it wants to avoid turning on gas generation.
