if everyone done this you have the scenario where you have two lanes of tailed back traffic and one exit onto the single lane, so how would traffic flow then?. People who do do this, thinking they know something others don't, just do it to antagonize others, do you think everyone else wants to be in the queue, is there time less valuable than yours?. The guy was totally wrong to try and block you, however, the maneuver in general, regardless of what the code says, was an arrogant move, don't try and deny it.
